免費營養午餐政策急就章,卻要犧牲基層教育資源?

各位國人好朋友、基隆市民大家好,我是基隆市議長童子瑋。

營養午餐免費的議題,近期非常受到社會的關注。長期來說,我支持「讓午餐不再成為家長負擔」的政策方向,但我更強調免費營養午餐的推動,必須兼顧用餐品質,刪除那些有爭議,以及錯誤的施政預算,透過逐年調整與穩健撥補,才能降低對整體教育體系的衝擊。

但很遺憾,市府這次的作法,並沒有選擇安全的方式。而是選擇在缺乏完整規劃的情況下急就章、拚一次到位。結果就是副作用已經開始浮現了,基層的教育資源已經被壓縮了。

這幾天,我看到相關新聞指出,教育處疑似將縮減外籍教師資源,這已經引發許多家長的高度不安。而就在這個週末,我也收到了一位第一線外籍教師的陳情信,透露了他對未來的深切不安。

我誠懇地邀請大家,把這封信讀完、分享出去,讓更多人知道,基隆現在正面臨什麼樣的狀況。同時,我也正式要求市政府必須儘速對外說清楚:

目前「免費營養午餐」的財源究竟從哪裡來?
刪除了哪些基層教育資源?
實際影響了多少老師、多少孩子?
外籍教師政策的未來規劃到底是什麼?

我也將這位老師的陳情信全文,翻譯成中文,希望社會能完整理解他的處境與疑問,同時,也希望市政府能夠盡快回應所有家長的疑惑,以及第一線外師的擔憂。

【外籍教師陳情信(中英文)】

敬啟者:

我今日寫信給您,是希望您能協助放大我的聲音。僅憑我一己之力,實在很難被真正聽見。

二十年前,我搬到基隆生活,而不久之後,我在基隆居住的時間,將超過我人生中任何一個地方,我也在基隆市的教育體系中找到了真正適合自己的位置。我在這個體系中服務將近十年,與學生建立了真實而深刻的連結,而學生們的能力,也因此有了實質的進步。

然而,近期我得知,明年我的工作重心很可能將有所變動。我可能不再固定在同一所學校,甚至不一定隸屬於單一學校,而是被要求在多所學校之間分配時間。此外,我也被告知,我與多位同事,可能會被基隆市 EERC 主任之外籍聯絡人以其原話所稱為「冗員(redundant)」,並面臨職位終止的情況。

我想請問:如果老師沒有被給予足夠的時間,去建立長期而穩固的關係,又該如何為學生奠定信任與尊重的基礎?若外籍教師被削減為四處奔波的「巡迴演出」,學生又如何能夠真正成功學習?而在全國推動「2030 雙語國家政策」的目標下,若基隆僅剩 16 個名額,基隆又要如何在其中找到自己的定位?

我明白,您或許未必能直接回答這些問題,但我寫下這封信,是希望您能協助找到真正有答案的人,或至少,能將這些問題大聲提出,讓全城的家長都能聽見。

Dear Sir,
I am writing to you today in hopes that you might be able to help amplify my voice. I am having a difficult time being heard on my own.

I moved to Keelung 20 years ago, and before long, the time I have lived here will exceed anywhere else in my life. I also found the place that truly suited me within Keelung’s public education system. I have worked in this system for nearly 10 years, during which I have built real and meaningful connections with my students, and as a result, I have seen genuine progress in their abilities.

I have come to find recently that next year my job focus will likely shift. I may not be at one school, or even the same school. I may be asked to spend my time split between multiple schools. I also learned that I, along with many of my colleagues, may be deemed, to use the words of the Foreign Liason for the Director of the Keelung EERC, “redundant” and my position terminated.

I ask you, how am I supposed to build the foundations needed to earn the trust and respect of the students if I am not given enough time to make lasting connections? How will the students succeed if the foreign teachers are reduced to a traveling show? How will Keelung fit into the nation’s Bilingual by 2030 initiative if there are only 16 positions available?

I realize you may not have the answers to these questions, but in writing I hope that you may find the people who have the answers, or that you are able to ask my questions loudly enough so that all the parents in town can hear them!
